SUBJECT:  CHANGES TO FLOOD STAGE THE WEST FORK DES MOINES RIVER 
          AT ESTHERVILLE (ESVI4), EFFECTIVE AT 1200 PM CST ON 
          JULY 19...2019


PER COORDINATION WITH LOCAL OFFICIALS, THE NWS IN DES MOINES WILL 
CHANGE THE FLOOD STAGE FOR ESVI4, EFFECTIVE AT THE DATE AND TIME 
MENTIONED ABOVE. THE FLOOD STAGE WILL BE CHANGED FROM THE CURRENT 
LEVEL OF 8 FT TO THE NEW LEVEL OF 10 FT, OR AN INCREASE OF 2 FT. 
IN ADDITION, THE FORECAST ISSUANCE STAGE WILL BE CHANGED FROM THE 
CURRENT LEVEL OF 6 FT TO THE NEW LEVEL OF 8 FT, OR AN INCREASE OF 
2 FT AS WELL.

AS HAS BEEN THE CASE FOR ESVI4, FORECASTS AND WARNINGS WILL 
CONTINUE TO BE VALID ALONG THE REACH OF THE WEST FORK DES MOINES 
RIVER EXTENDING FROM THE IOWA-MINNESOTA BORDER TO NEAR 
WALLINGFORD.

THE WEST FORK DES MOINES RIVER AT ESTHERVILLE IS A REAL-TIME U.S. 
GEOLOGICAL SURVEY (USGS) STREAMGAGE WHICH PROVIDES STAGE DATA. 
THIS STREAMGAGE HAS A PERIOD OF RECORD BACK TO 1952. IT IS 
MAINTAINED BY THE USGS FIELD OFFICE IN FORT DODGE AND IS FUNDED BY 
THE U.S. ARMY CORPS OF ENGINEERS, ROCK ISLAND DISTRICT.


...CONCLUDING REMARKS...

AS WITH OTHER NWS RIVER FORECAST POINTS, THE NWS WILL PROVIDE 
RIVER FORECASTS WHEN THE OBSERVED OR FORECAST STAGES GO ABOVE THE 
FORECAST ISSUANCE STAGE, ALSO KNOWN AS THE ACTION STAGE. IN 
ADDITION, THE NWS WILL ISSUE RIVER FLOOD WARNINGS AND FOLLOW-UP 
RIVER FLOOD STATEMENTS WHEN THE OBSERVED OR FORECAST STAGES GO 
ABOVE THE FLOOD STAGE.

ALSO, RIVER FORECASTS FOR THE ABOVE LOCATION WILL BE AVAILABLE ON 
THE NWS ADVANCED HYDROLOGIC PREDICTION SERVICE (AHPS) WEBSITE. IN 
ADDITION, RIVER FORECASTS FOR THIS LOCATION WILL BE UPDATED AS 
NEEDED WHILE THE STREAM REMAINS AT OR ABOVE THE FORECAST ISSUANCE 
STAGE. AT A MINIMUM, THE RIVER FORECASTS WILL BE UPDATED ONCE PER 
DAY IN THE MORNING, WHEN EITHER THE OBSERVED OR FORECAST STAGE IS 
AT OR ABOVE THE FORECAST ISSUANCE STAGE.
